“He Wasn’t Tethered, Now Girl is Dead”
Joshua Brown was supposed to be wearing a tether on the day in January when, authorities say, he killed 12-year-old Kade'jah Davis.
Brown was on probation. He should have been tracked day and night.
But the electronic tether wasn't working.
That's because no one in the state's probation system ever activated it, according to records obtained by the Free Press.
Marlan also confirmed that both the probation agent and the agent's supervisor in the Brown case were suspended. Marlan said the department is hoping to complete both investigations this week.
Offenders can fall through the cracks when the MDOC is resource-challenged, Godbee said. In Detroit, about 25,000 people are under some type of MDOC supervision, and about 5,500 of those have violated parole or probation
"This is a very serious matter, and our Internal Affairs Section is aggressively investigating the circumstances surrounding the supervision of probationer Joshua Brown," Marlan said in an e-mail. "If this investigation shows the probation officer or the supervisor failed to follow department policies or work rules, then disciplinary action will be appropriately applied."
Brown was arraigned Feb. 5 on charges in Kade'jah's death, as was his mother, Heather Brown, 35. She is accused of driving her son to and from Kade'jah's house and faces a charge of being an accessory after the fact.

Why does a child have to die, to address faulty issues in probation or corrections? Detroit Police Chief Godbee Jr. in a lax manner states that offenders can fall through the cracks.. This is unacceptable!
The fact that 22% of the offenders violate the parole/probation is no excuse.
Joshua Brown has had a history of problem since the age of 10 years old, when he punched another child in the face. It is a good assumption that his mother has created a foundation of anger in Joshua, the article noted that Heather Brown is facing charges of accessory after the fact. Apparently, she drove Joshua, to and from the victim’s home.
We need to start addressing the issues of anger in children from single parent homes and demand accountability be those who are tracking criminals.
